Norman was the son of Luther and Reva (Shafer) Hays. He was born in South Dakota. As a toddler he put his small hand on the stove and burned it badly, so he always had his hand in his pocket. He died from pneumonia in South Dakota and his parents transported his little body back to Missouri by train for burial. The family, including his older brother Perry and sister Uda, stayed in Missouri after little Norman's death.
