Mr. Oscar Shirer Bailey was born in Abington, Virginia, in 1844, moved to Missouri in the year 1870. He settled upon and cleared up a small farm near the present town of Steele, where with the exception of about seven years spent in Texas he lived until the time of his death, Februry 6, 1919. At the age of 17, he left the Martha Washington College in Richmond, Virginia, and enlisted in the Confederate Army, serving four years in the interest of the "lost cause". He fought through the siege of Richmond, the battle of Chickamauga, the battle of the Wilderness and numerous other engagements of more or less importance.
Among the first and probably most important of the early schools of our district was a short subscription school taught by Oscar S. Bailey, a cultured Virginia with several years college training. Just what the early Virginians were to the public schools of the State of Virginia, Oscar S. Bailey was to the schools of our Steele school district. From the day he opened the subscription school in the one-room log building near the site of the old Mt. Zion church in the summer of 1874 - he was one of the most active and influential exponents of the public school in this district. He devoted much of his time to the upbuilding of our local school - served as a member of the Board almost continually from the organization of the first school in the early 1870's to the year 1897 when he was elected Clerk of the Board, which position he held until 1916, when he resigned on account of failing health and old age. Until his retirement, Mr. Bailey was always present at every meeting pertaining to our schools - as an individual or an official, he was never too busy or the weather was never too bad for him to spare the time necessary for the welfare of the school. He was looked upon by the members of the Board of Education as an authority on school laws and it was always left to Mr. Bailey to look after the school affairs.
Oscar S. Bailey, a true Gentleman of the old south, is not only remembered in this section of the country for his invaluable service to our schools back in the days, "When a friend in need was a friend indeed", but he was one of our most loved and highly respected citizens - a friend to all who knew him. His life counted for much and his name will be held in lasting honor by those who knew him in the district which he served so long and so well.

Mrs. Ellen Jane Bailey, seventy years of age, died Monday morning at her home in Steele, Mo., after an illness of about four weeks. Typhoid fever was the cause of her death.
Mrs. Bailey was born in Mississippi county Arkansas and formerly lived near Blytheville, before moving to Steele fifty years ago. She was one of the early pioneers of this country and was well known and loved by many people. She was a member of the First Methodist church of Steele.
Funeral services were held Monday afternoon at her home in Steele with Rev. Ellis officiating. Interment took place in the Upper Cooter Cemetery.
Mrs. Bailey is survived by one brother, one daughter, Mrs. Edgar German, one son, Walter Bailey and several grandchildren; also a large host of friends. Oscar Bailey of Blytheville is one of her grandchildren.
