Billie grew up in the Lexington and Wellington, MO area. She graduated from Wellington High School and attended cosmetology school in Lexington. In 1974, Billie and her family moved to Cassville. Billie's love for children lead her to open up a day care center in her home. They also hosted a foreign exchange student from Poland for a year. Billie was a member of the Mineral Springs Baptist Church.

Survivors include her husband, one son, two daughters, one sister, two step-daughters, 16 grandchildren, and three great grandchildren.

Preceded in death by her parents and one sister, Mary Ethyl Frasher.

Services were held on May 26 at Williamson Chapel in Cassville, Rev. Milford Baker and Rev. Eric Gann officiated. Burial in Russell Cemetery.
