She was born in Ozark County, Missouri, to Louie Calvin Tate and Laura Hicks Tate on February 15, 1925. She attended Silver Shade Grade School and Dora High School. On March 7, 1947, Loetta graduated from Blue Bonnet Beauty College in Springfield, Missouri, and was then placed at Blue Bonnet Beauty Shop where she worked until returning to West Plains. She was married to Bacile A. Hall at Salem, Arkansas, on November 19, 1949. Mrs. Hall worked at Lillie Austin Beauty Shop. She later worked at L&L Beauty Shop as co-owner, and then owner, until she retired January 31, 1987 and sold her shop of forty years. She was a member of South Central Hair Dressers Association Unit 26, where she served as president, vice-president, historian, and sergeant-at-arms. She was a very active member for a number of years. Mrs. Hall attended Curry Street Church of Christ as long as her health allowed.
Her parents, husband, and all of her siblings preceded her in death.
